The army is bracing for imitation in Judea and Samaria — the next man deciding on his own, on his way somewhere, with no cell behind him and nothing to read in advance. In Jerusalem every question with a legal edge on it got handed somewhere else yesterday — to the bench, to a hearing this morning, to the voters. None of it comes back this month. Tehran took the coast and the strait first, and went looking for paperwork after.

Antonio Guterres told the General Assembly this week, in his last address as UN Secretary-General, that Israeli actions raise the spectre of ethnic cleansing. Qatar's Emir called Gaza a genocide in every sense of the word from the same rostrum, and Turkey's Erdogan called it a concentration camp. None of them produced a document, and the wires ran each one as a finding.

• Dutch customs began enforcing a ban on goods from Israeli communities in Judea and Samaria on Tuesday. It reaches import, purchase, sale, and brokerage. The enforcement is paperwork: an importer now declares that what is in the container did not come from one of those towns, under customs codes 1700 and Y864 against an EU list of postcodes. Eleven other governments have signed the same measure. Britain moved first. Jerusalem asked Washington to stop the twelve before any of it switched on, and the answer came at the UN General Assembly. Donald Trump said he did not know about the move, with Andy Burnham, Britain's prime minister, sitting beside him. Burnham defended the ban in the same appearance: "you have to have meaning behind your words." Norway's foreign minister, Espen Barth Eide, called the American reaction very mild, and "a sign that sympathy is on its way down." What the twelve want has not moved since the summer. Withdraw the E1 tender, the plan to build east of Jerusalem toward Ma'ale Adumim, and stop building.

Most of the pressure on Israel right now runs on claims whose underlying object nobody will hand over — a phone call, a targeting figure, a majority in the Knesset. Israel has spent real effort contesting every one of them and bought back very little. A denial never travels as fast as the thing it denies. The distance between a claim and the object behind it is the shape of almost everything moving right now. Governments sign statements their own law has not caught up to, a film rests on a figure whose source will not be produced, and both blocs count a majority the arithmetic will not give them. None of it slows down for being unsupported. Physical work is the one thing that cannot be claimed into existence, which is why the ground is where the record is clearest.

Most of what is contested this morning gets settled by arithmetic one side already holds, and the people arguing from loyalty or from principle are the ones losing. A threshold is not talked over by a rabbi's letter, a promotions round dies in the working days left before a vote, and a German electorate that rejects the obligation at its root will not be moved by anything Israel does next. Where nobody has the arithmetic — a Lebanese certification, an Iranian writ over the Gulf — nothing is settled at all, and the announcements keep coming anyway.

Senators Chris Van Hollen, Tim Kaine, and Bernie Sanders filed a privileged resolution on 27 August. Eight colleagues signed on behind them. It puts Israeli conduct in Judea and Samaria to a recorded Senate vote. Behind that vote sits the security assistance Congress authorized for Israel, most of which the law stops if the State Department will not answer. The American argument about Judea and Samaria now arrives with the aid attached to it.

• A privileged resolution gets a floor vote whether the Foreign Relations Committee wants one or not, and eleven senators filed one on 27 August. Senators Van Hollen, Kaine, and Sanders wrote the resolution. It orders the State Department to report on the killing of American citizens by Israeli civilians and Israeli forces, and on Israel's detention of Palestinian children. The committee has ten days to take it up. If it does not, any one of the eleven can call the resolution to the floor, and every senator there has to vote on it by name. If it passes and the State Department misses the thirty-day deadline that follows, the law prohibits most of Israel's American security assistance. Forty-five of the Senate's 47 Democrats signed a letter to Netanyahu about it last week. Signing a letter costs a senator nothing. This one gets counted.

The shooting over Hormuz is American, and the question underneath it is still Jerusalem's: whether a campaign that can take a launcher apart can reach the men who design one.
