Luxembourg's financial regulator has refused to renew the approval Israel needs to sell bonds inside the European Union, and that approval runs out on Monday, 31 August. Diaspora Jews and pro-Israel organizations bought most of the $2.5 billion that market took last year, and no other member state has picked the work up. No parliament voted on any of it.

Andy Burnham, Britain's new Prime Minister, is preparing a ban on trade with Israeli communities in Judea and Samaria. He wants it out before Labour's conference next month. He has been in Downing Street five weeks. Bloomberg had his government weighing a sanctions regime to do it on 21 August. By this week the Times of Israel had him poised to announce one, reaching import, sale, purchase and brokerage. What set it off is a tender. Israel's Housing Ministry has 1,234 homes on the market at E1, the ground east of Jerusalem that runs up to the Israeli city of Maale Adumim, and bids close on 19 October. The ask has not changed: withdraw the tender, stop building. Ed Miliband, the Foreign Secretary, put his own name to the measures last week. And 140 Labour MPs, about a third of the Commons benches, have signed a letter asking him for more. Burnham's own officials have told him the ban cannot be policed. They cannot tell the goods apart. Bank Hapoalim and Teva, two of Israel's largest companies, both operate in eastern Jerusalem, banks over-comply with anything shaped like a boycott, and Israel sells Britain something in the region of $2 billion of goods a year.

Ed Miliband, Britain's Foreign Secretary, summoned Israel's senior diplomat in London yesterday and promised sanctions within weeks. (Israel's Housing Ministry had opened bidding the day before on about 1,200 homes at E1, the open ground between Jerusalem and the Israeli city of Maale Adumim, with bids closing eight days before Israelis vote on 27 October.) What London is answering is a sovereignty claim every Israeli government since Rabin has made.

Miliband called that an "unacceptable and destructive act" and pledged "a comprehensive set of measures," with targeted sanctions on people who take part in Israeli building in Judea and Samaria. He said separately that the measures come within weeks. Germany, France, and Italy had already warned their own companies off the bidding. The UN Secretary-General's spokesman said E1 would "effectively sever the connection between occupied East Jerusalem and the West Bank."

London wants the tender pulled and the building stopped. Every Israeli government since Rabin proposed that corridor in 1994 has kept it on the map — and yet none of them ever sold a plot there. The closing date is what is new.

It falls inside an Israeli election campaign, so London is drafting sanctions against a government that will not be the one in office when they arrive.

A few dozen Israeli criminals sealed two Palestinian homes shut on Sunday — with the families inside them. Holding them there for days. Israeli soldiers cleared the hilltop on Thursday and demolished what those men had built. Mike Huckabee, the American ambassador in Jerusalem, called them "Israeli terrorists." He was right. Tzedek isn't this.

"Settler violence" is a loaded term that, as we have argued extensively [and, I think, successfully], is more or less relegated to a few dozen extremist acting criminally. That we are now faced with a terrible attack and a further diminishing Israel's international standing and giving fuel to that fire? Talk about giving up the high ground — which is something I thought they were opposed to.

The Security Council met to argue that Israel cannot police this and somebody else must. Inadvertently, the UN more or less agreed with the logic of formal annexation, without saying it.

Keep this attack in mind. Condemn it (rightly). But don't let it cloud your judgment.

• The UN Security Council took up Judea and Samaria on Tuesday after Israeli criminals harassed Palestinians — dragging Israel into another imbroglio. Mike Huckabee called the men besieging two Palestinian homes at Qusra "Israeli terrorists," and called the siege "a horrific act of terror." Qusra is a Palestinian village south of Nablus, the two houses were sealed off from Sunday (with the families still inside them). He also claims the army and the police went in at his request — something government has not confirmed. The operation is not in question. Border Police took the tent down yesterday morning with Central Command chief Avi Bluth present, after word of it got out and dozens of Israelis got there ahead of the force. They came back today and demolished the structures at Qusra and Jalud. The Council's 10207th session put its own [correctly disputed] figures on the UN. What that session is asking for is jurisdiction — dismantle the outposts and run the prosecutions from outside Israel, on the incorrect premise that Israel will do neither. It enforces both already. Israeli soldiers conducted enforcement operations again this week. The criminals on that hilltop can be counted in dozens. Half a million Israelis live in Judea and Samaria, and it is Israelis who are building the case against those dozens.

The week isn’t free of deranged claims and libels. Maybe next week? For now:

• Eight Arab and Muslim foreign ministers declared Israel in breach on Thursday. Hamas signed the American 15-point roadmap for Gaza on July 30. Israel did not. That text ties Hamas handing over its heavy weapons to an Israeli pullback in stages, and it requires Israel to stop military operations once the deal starts. Netanyahu rightly will not move at all. Israel holds over 60 percent of the Strip, the plan asks it back to the 53 percent it held in October, and he told the country "we did not agree to it. It was not our draft." The Board of Peace — the American-run panel that brokered the roadmap — sent envoys to him on Monday, then issued a statement putting withdrawal after disarmament and dropped the word "full" from its own terms. On Thursday Türkiye, Egypt, Indonesia, Jordan, Pakistan, Qatar, Saudi Arabia and the UAE called Israel's strikes a clear breach of international law and of the peace plan. Qatar helped write the roadmap, signed that finding, and has blamed Israel for the delay.

The plan for Hamas's weapons went up on July 30 with an accord (of sorts) from Hamas and none from Israel. The Netherlands turned a ban on goods from Judea and Samaria into criminal law by ordinance. And Washington announced a Hormuz deal in Israel's name that neither Jerusalem nor Tehran will confirm. It would seem you can write Israel's half of a deal without asking Israel, and for the most part it costs you nothing except, perhaps, an argument afterwards.

Bottom Line Up Front

• Twice in one week Israel was written into an obligation it had not agreed to. Hamas signed a fifteen-point roadmap on July 30 that puts Israel's halt at point 2 and disarmament as far out as 350 days. Nobody showed Jerusalem the draft. Two days later Trump posted that Israel had joined his Hormuz commitment, and both parties he named now deny any deal exists. A third instance inside ninety days is medium-high. A president at 34 percent approval wants the war ended on a headline — and a caretaker government will not contradict him twelve weeks from an election. Member states then threw the ICC's chief prosecutor out 82 to 13, and the warrant he signed against Netanyahu and Gallant did not move at all. What actually reached Israel in July runs off a 2024 advisory opinion at the ICJ that called Israel's presence in Judea and Samaria unlawful. It's wrong and it binds no one. The Dutch criminal ban got onto the statute book without a parliamentary vote and takes force on September 22. It can imprison a Dutch tourist for what he carries home from a shop in Judea and Samaria — or the Golan.

• Israel's answer to all of it were bulldozers and demolition charges, and both run on soldiers it is not replacing. It has graded twenty-three kilometres of earth down the Gaza line. It sat on the Beaufort charges for weeks to keep the northern framework intact — the deal that leaves Israel holding ground it is supposed to give back — and set them off under Hezbollah's southern command post on July 30. We knew when it happened, because it shook our 7th floor apartment in Kiryat Shmona. The IDF's targeting cell is past 2,700 of the roughly 5,000 men who crossed the fence on October 7. The army is about 12,000 soldiers short and headed for 17,000. Some roles and commanders are being called up for 110 days against a 55-day annual cap the cabinet set just in January. Emergency call-up orders expire at the end of September. The Knesset that could have written a recruitment law gave its final week to a Basic Law for Torah study and a draft-arrest freeze. Neither of which are worth the hassle of printing to say nothing of litigating them. Then the Knesset voted itself out of existence 62-0.

• Tehran is selling passage through a strait it cannot open (though it can make crossing it treacherous), and the Houthis have copied the pricing onto Bab el-Mandeb. We held sustained Iranian closure of Hormuz at low for two months, on the reasoning that a regime this broke cannot pay for a blockade. The regime is that broke and the call was still wrong. A blockade runs on the insurance market. Tehran only has to make the underwriters flinch, and by August 4 CENTCOM had logged two hulls disabled and more than forty turned around. We raise it to medium over sixty days — a correction. Israel has a seat in neither fight and yet pays freight on both.

• Last year was the deadliest for Jews outside Israel since 1994, and the West kept dismantling the tools that articulates why. Twenty murdered in four attacks on three continents. Antizionism drove 48 percent of Britain's incidents and 45 percent of America's. That motive reaches a police file only through a definition New York's mayor has revoked, and English barristers are telling NHS trusts not to adopt it without safeguards. American belief in the genocide charge has moved one point in eleven months. Democratic candidates keep winning primaries for making it, and the primaries are where the movement sits.

The case against Israel spent this week borrowing authority it cannot generate on its own. Nearly 600 of Israel's own retired security chiefs put a warning of consequences worse than October 7 in front of Washington — worse, they did it on the morning Netanyahu reached the Oval Office. And a London council gave initial approval to end its Haifa twinning on an ICJ finding the court's own former president says was never made. In each, the credential is doing the work the evidence cannot.

• Some 600 retired Israeli security officials asked Washington to force a policy change in Jerusalem. Commanders for Israel's Security sent the letter under Maj. Gen. (res.) Matan Vilnai, copied to Kushner and Witkoff. It landed as Netanyahu reached the Oval Office on Tuesday. Government members "are responsible for much of this chaos," it says. It warns of consequences "even more catastrophic than the Hamas atrocities of October 7." Saudi FM Faisal bin Farhan demanded "accountability" from the Rome co-chair platform yesterday. The ask underneath is arms-transfer conditionality, and Israeli credentials are what make it usable. Israeli police arrested the man filmed beating a Palestinian at Huwara this week, and the mosque arsonists with him.

A munzir in the Lake Chad basin had a bomb that would not go off. The wires ran in a way that seemed to be stopping detonation, and he could not put the question himself, because his rank did not permit him to work the AI model on his own. So he went to his qaid, the last rank in ISWAP authorised to use a large language model, and asked him to put the question to ChatGPT. The model answered. Its answers, the munzir said, "were not very clear." Then the qaid "contacted some people about how to put the question, and then it gave us useful information on how exactly to connect the wires, and it worked." Somebody outside Nigeria knew how to ask. "They call people in the network for this kind of help every day."

The models produced usable output the moment somebody phrased the question correctly, and the skill to phrase the hard ones was unevenly held (and partly imported — flown in, paid from abroad, or telephoned). Every safeguard between this group and a working answer failed. What stopped them going further was not a guardrail. It was simply that the people who knew how to ask were somewhere else, and had to be paid.

"Genocide" gained ground this week — three surveys inside forty-eight hours put the charge near half of Britain and half of Democrats. Rahm Emanuel called Israel a "territorial pariah" from Tel Aviv and urged ending its US defense subsidy. The word left the UN commission's margin for the polling mainstream and the party's center in the same week.

On June 17 a memorandum governing Israel’s northern border took force at Versailles, and Washington would not let Jerusalem read the fourteen clauses it was signing. What followed is the whole shape of the month: the party that put its name to the paper collects the concessions where a camera can find them, and Israel, locked out of the text, does every hour of the enforcing and carries every ounce of the liability. The decision over whether Israel may act on its own frontier now sits with four capitals — Washington, Doha, Brussels, The Hague — and it sits there permanently, at the same hour a government that trusts no security document drafted by anyone else spent Israel’s highest legislative form to write ninety thousand men out of a roster the army is already too short of soldiers to fill. That is the month, and it is why it matters: the erosion the spring measured as a pressure arrived this month as a signature, and a signature is a harder fact to walk back than a phone call.

Bottom Line Up Front

• Israel spent June enforcing terms it was never permitted to read, and the arrangement that put it there is now fixed furniture. The June 17 memorandum took force at Versailles with Jerusalem locked out of fourteen clauses, one of them governing its own northern border, and the authority to green-light an operation on that border now sits with four capitals — Washington, Doha, Brussels, The Hague. The probability that this transfer of Israeli discretion reverses inside the next two quarters is low, and the honest Q2 grade is that our own medium-high spring call clocked the direction but badly under-timed how fast the leverage would harden into text. The line stays quiet only where the IDF walks it, and it walks it alone.

• Tehran signed away the one lever it can physically pull and kept only the programs a satellite can watch it rebuild. The regime traded the strait for relief it cannot cash, and the read has crossed from argument to arithmetic: a treasury that cannot settle a wire cannot underwrite a blockade. Where the paper defers Iran’s program, the ground reconstitutes it, and the reconstitution runs where the concessions cannot be photographed.

• The government that will accept no security document drafted by anyone else is drafting the exemption of ninety thousand from military service into the one legal form built to outlast whoever governs next. Basic Law: Torah Study cleared its reading over the Chief of Staff’s recorded warning that the ranks cannot absorb the gap, while the force those exemptions drain runs a combat deficit near seventeen thousand. Whichever bloc wins the autumn ballot inherits the identical bill.

• The lawfare campaign produces no convictions and was never built to. It stockpiles the footnote a future sanctions vote will cite, and the only thing it cannot fabricate is a government willing to cite it. The minister asset-freeze package moves the moment Prague releases it, and the first European foreign ministry to quote the UN’s twenty-thousand-child figure is the day the ledger converts from theater into instrument.

The month resolved a wager Israel is winning on every front the ground decides and losing on the single front that decides who may fight there.

The pressure arrives on paper this week — a commission’s count, a war-crimes filing, a floor amendment, a mayor’s category — and each holds up exactly as long as the document underneath it stays closed. That is why the ask in every room is a signature. Nobody asks for an audit. The work this week is opening the documents, and the one audit that actually ran shows what happens when someone does.

Hezbollah rejected the framework it lost, and Beirut is prosecuting Israel for enforcing it. Qassem calls the deal “surrender” and “null and void.” Berri says it “will not be implemented.” Aoun condemns Israel’s “continuing violations” and “demolitions of homes and places of worship.” Al Jazeera, Doha’s broadcast arm, packaged the street protests as news by Sunday. The clips in circulation: the Majdal Zoun demolition, and Katz’s “until further notice” on the security zones. The ask is violator status for Israel and a withdrawal date cut loose from Hezbollah’s disarmament. The classified Article 4 annex, disclosed Monday, licenses exactly this: freedom of action stays, and no withdrawal is scheduled. The strikes run inside the deal. The first funeral under it was an Israeli captain’s, killed by a Hezbollah gunman inside the zone. The IDF eliminated his killer by Tuesday.
